Acoustics Experts Call for Clearer Heathrow Noise Policy

Consultation response highlights insulation, health and evidence quality

Parliamentary & Scientific Committee
Acoustics Experts Call for Clearer Heathrow Noise Policy

The Institute of Acoustics has called for changes to the Government's draft national policy statement for Heathrow expansion, arguing that its noise provisions need greater consistency with existing policy.

The Institute says protection against significant harm to health and quality of life must account for the full range of mitigation, including sound insulation, rather than relying on quieter aircraft and operating procedures alone.

It welcomes new government-commissioned research into aircraft noise, but warns that differences in survey methods and circumstances prevent straightforward comparisons between the new ANAS annoyance study and the 2014 SONA survey. These are the Institute's consultation recommendations, not adopted policy.

Why this matters for policymakers

  • Planning: Make noise requirements clear and consistent.
  • Health: Consider insulation alongside operational measures.
  • Evidence: Scrutinise survey comparability before drawing conclusions about changing annoyance.
