Plastics report highlights UK reprocessing capacity gap
Commission links recycling infrastructure to industrial resilience

UK operational reprocessing capacity is estimated to cover only around 23% of plastic packaging placed on the market, according to a Birmingham Plastics Network policy commission report. The University of Birmingham announcement sets out findings developed with industry experts, policymakers, researchers and 28 witnesses.
The report recommends a coordinated circular plastics strategy, a dedicated oversight body, recycled-content requirements and stronger checks that material classified as recycled is genuinely recycled. It considers collection, sorting, reprocessing and demand together, arguing that stronger domestic capacity could support manufacturing supply chains and resource security. These are recommendations, not implemented measures or demonstrated outcomes.
Why this matters for policymakers
- Policy analysis: capacity Scrutiny could test how infrastructure policy addresses lost reprocessing capacity.
- Policy analysis: markets Recycled-content rules warrant assessment for investment certainty and compatibility with EU requirements.
- Policy analysis: integrity Verification standards could help distinguish genuine recycling from unsupported claims.
